I microdati sul costo del lavoro dipendente dal 1985 al 2004 ricostruiti sui dati WHIP

Abstract

Il presente rapporto conclude il progetto relativo alla ricostruzione del costo del lavoro associato agli episodi di lavoro dipendente presenti nell’archivio “RL” della banca dati longitudinale WHIP (Work Histories Italian Panel). I risultati sono ora disponibili per l’intero periodo coperto dalla banca dati (dal 1985 al 2004) a tutti gli utenti della versione 3.2 della Full Edition o del File Standard. In un precedente lavoro (Grand e Quaranta, 2014) sono state presentate le modalità di imputazione delle voci che concorrono a determinare il costo del lavoro dipendente, nonché i risultati della procedura di validazione ottenuta attraverso il confronto dei valori stimati con le informazioni disponibili delle fonti ufficiali. Gli importi sono stati stimati a livello di episodio lavorativo, attraverso una procedura che integra i dati individuali e di impresa e implementa le regole contributive specifiche per ogni settore di attività, dimensione di impresa, area geografica, tipologia di contratto. L’utilizzo congiunto dei dati sulle imprese, sui lavoratori e sull’episodio di lavoro ha permesso di ottenere una maggiore ricchezza informativa sfruttando tutte le potenzialità caratteristiche delle fonti su cui si basano. Di seguito si presenta una rassegna delle informazioni raccolte e utilizzate per identificare e stimare gli importi del costo del lavoro e degli oneri sociali: le voci che compongono le aliquote contributive, l’applicazione degli sgravi contributivi, le regole da seguire per la fiscalizzazione degli oneri sociali e le forme contrattuali agevolate.
