Mercado Laboral y Pobreza en Barranquilla

Abstract

En este documento se analiza la evolución de los principales indicadores del mercado de trabajo y de pobreza para Barranquilla entre 2008 y 2022. Por un lado, se busca comprender la evolución de la generación de empleo y los ingresos laborales durante la última década y, por otro lado, identificar las políticas públicas que han tenido impactos positivos en el mercado laboral y los retos pendientes para el futuro. También se examina la incidencia, profundidad y determinantes de la pobreza en la ciudad, lo cual puede ser un insumo valioso para el diseño de políticas públicas para el desarrollo sostenible y crecimiento pro-pobre. En este sentido, se destaca un programa novedoso implementado para mejorar la inserción en el mercado laboral formal de jóvenes denominado “Inglés para el Trabajo”, que busca fortalecer las competencias de estudiantes y personas cesantes para responder a los requerimientos de la demanda de trabajo en el sector BPO, el cual es una de las áreas de mayor crecimiento en Barranquilla. **** ABSTRACT: This document analyzes the evolution of the main labor market indicators and poverty indicators of Barranquilla between 2008 and 2022. On the one hand, it seeks to understand the evolution of employment generation and labor income during the last decade, and on the other hand, it aims to identify the public policies that have had a positive impact on the labor market and the pending challenges for the future. With respect to the poverty analysis, the document provides insights on the incidence, depth and its determinants, which can be a valuable input for the design of public policies based on sustainable development and propoor growth. In this sense, it stands out a novel program implemented by the city to improve insertion into the formal labor market of young, low-income people called “English for Work”, which strives for strengthening the foreign language skills of students and unemployed individuals to respond to the requirements of the BPO sector, which is one of the fastest growing industries in Barranquilla.
