Las finanzas autonomicas en 2013 y entre 2003 y 2013

Abstract

Los saldos presupuestarios de las comunidades autonomas han continuado mejorando en 2013, aunque a un ritmo inferior al de 2012, gracias a la estabilizacion de los ingresos y a la continuada reduccion del gasto. Sin embargo, mas del 60 por cien de la reduccion del gasto registrada durante el ejercicio proviene del recorte de las partidas de inversion hasta niveles insosteniblemente bajos. Aunque la previsible recuperacion de los ingresos en los proximos ejercicios deberia contribuir a aliviar la situacion, seria aconsejable que las comunidades autonomas continuasen trabajando en la contencion de las partidas de gasto recurrente que representan el grueso de sus presupuestos y que, pese al recorte de los ultimos anos, han aumentado en un 16 por cien su peso en el PIB durante la ultima decada. Por otra parte, tambien seria aconsejable que el Ministerio de Hacienda y Administraciones Publicas o la nueva Autoridad Independiente de Responsabilidad Fiscal estableciesen criterios contables homogeneos y estables en el tiempo, con el fin de asegurar la calidad de la informacion presupuestaria y que los datos autonomicos sean plenamente comparables.
