Abstract

Die veränderten ökonomischen Rahmenbedingungen im Zuge der sich seit Anfang der 1990er Jahre beschleunigenden Globalisierung des Wirtschaftens stellen neue Anforderungen sowohl an die 'Regionalpolitik für die Regionen', also die regionale Strukturpolitik durch EU, Bund und Länder, als auch die 'Regionalpolitik der Regionen', definiert als das Handeln der regionalen Akteure (Kommunen, Kammern, Verbände) selbst. Die vielfach im Sinne eines Paradigmenwechsels weg von einer bedarfsorientierten Regionalpolitik hin zu einer wettbewerbsorientierten Regionalpolitik formulierte Empfehlung an die regionalen Akteure, sich nunmehr verstärkt auf die Attrahierung mobiler Produktionsfaktoren zu konzentrieren, führt aus volkswirtschaftlicher Sicht zu ambivalenten Ergebnissen: Einige der aus Analogien zum unternehmerischen Wettbewerb abgeleiteten Anpassungsstrategien verbessern die dynamische Allokationseffizienz, andere wiederum führen aus gesamtwirtschaftlicher Sicht zu Nullsummen- oder sogar Negativsummenspielen.
