Koordination der Europäischen Kohäsionspolitik in der Förderperiode 2014-2020: Zu den Kommissionsvorschlägen für einen Gemeinsamen Strategischen Rahmen der Europäischen Struktur- und Innovationsfonds

Abstract

Die ESI-Fonds sollen nach den Vorstellungen der EU-Kommission in der inzwischen angelaufenen Förderperiode entlang der gemeinsamen Zielsetzung von innovativem, nachhaltigem und integrativem Wachstum (EU-2020-Strategie) koordiniert werden. Die EU-Kommission hat dazu Verordnungsentwürfe und einen Gemeinsamen Strategischen Rahmen vorgelegt. Grundsätzlich kann bei den ESI-Fonds von einer horizontalen und vertikalen Interdependenz ausgegangen werden. Das damit verbundene horizontale Koordinationsanliegen entlang gemeinsamer Ziele für die ESI-Fonds ist insofern über weite Strecken nachvollziehbar. Trotzdem ist die horizontale Koordination unzureichend. Dies liegt daran, dass die Vorschläge der EU-Kommission sich vor allem darauf konzentrieren, in die Fachpolitik (EFRE, ELER, ESF) zusätzliche Ziele zu inkorporieren, die oft nicht zum Kernanliegen der Fonds zählen. Offen und eher unbestimmt bleibt hingegen, wie Winwin- Konstellationen für die beteiligten Fonds generiert, Zielkonkurrenz vermieden und unterschiedliche Anliegen miteinander kompatibel verfolgt werden können. Die vertikale Koordination beruht, wie schon in den früheren Förderperioden, auf einem Vollzugsföderalismus. Allerdings werden die Spielräume der Mitgliedsstaaten bei der Implementierung der Programme in Zukunft noch geringer ausfallen, obwohl der Zentralismus nicht mit Spillovereffekten im Zuge eines nicht harmonisierten Vorgehens legitimiert werden kann. Insofern sind Wettbewerb auf Mitgliedsstaatenebene, Dezentralisierung und Verzicht auf Harmonisierung wünschenswert. Kurzfristig wäre es für die kommende Förderperiode sinnvoll, die Forcierung der Zentralisierung zurückzunehmen und die horizontale Koordination zu verbessern. Langfristig könnten die ESI-Fonds und der Kohäsionsfonds in einen zweckgebundenen Wachstumsfonds überführt werden, der den Aufholprozess der entwicklungsschwachen Regionen finanziert.
