Abstract

[Vorwort:] Seit den 1990ern haben die Verwaltungen in Deutschland Stück für Stück damit begonnen, marktwirtschaftlich orientierte Koordinationsmechanismen einzuführen. Diese Entwicklung führte zu zwiespältigen Reaktionen. Von Seiten der Politik und von einigen Teilen des Verwaltungssektors wurde sie initiiert und begrüßt, andere sahen darin eine Anwendung von marktwirtschaftlichen Prinzipien in Bereichen, die einer Marktlogik niemals zugänglich sein sollten. Der auch heute noch richtige Grundgedanke bei diesem Vorgehen war, den Wettbewerb als Mittel zur Effizienzund Effektivitätssteuerung einzusetzen, weil er Planung und Steuerung darin überlegen ist. So erreichte die marktliche Steuerung in diesem Zusammenhang auch das große Themenfeld der Sozialen Arbeit. Hier wurde die Veränderung häufig unter dem Stichwort "Ökonomisierung Sozialer Arbeit" diskutiert. Gab es zuvor pauschalfinanzierte einzelne Organisationen, so wurden nun Märkte für die Leistungen dieser Organisationen geschaffen. Auch hier lag die Zielstellung in einer Erhöhung der Effizienz, der Effektivität und der Wirkung der Leistungen. Während die Einführung marktwirtschaftlicher Koordinierungsmechanismen im Bereich der Kernverwaltung schon verschiedentlich im Rahmen des sogenannten Neuen Steuerungsmodells ausführlich untersucht wurde, sind die entstandenen Märkte beim Einkauf von Leistungen durch die öffentliche Verwaltung noch nicht ausreichend betrachtet worden. Die vorliegende Untersuchung befasst sich daher mit einer konkreten Umsetzung der Ökonomisierung Sozialer Arbeit im Bereich der ambulanten Behindertenhilfe in NRW. Sie kommt zu dem Ergebnis, dass im betrachteten Falle der Markt weder effizient noch effektiv für die Volkswirtschaft funktioniert. Bereits in der Konzipierung des Marktes mit festen Preisen und Markteintrittsbarrieren können zentrale Defekte festgestellt werden. Weitergehend erzeugt die Art der Steuerung des Marktes durch die Leistungsträger große Informationsasymmetrien, die mit hoher Wahrscheinlichkeit zu den Phänomenen Adverse Selection, Moral Hazard und Hold-up führen.
