Agilität im Public Management: Experimente mit agilen Settings in obersten Landesbehörden im Kontext des Projekts Reallabor Agiles Arbeiten

Abstract

Agile Haltung entwickeln, Methoden kennenlernen und anwenden, Erfahrungen gewinnen - darum ging es im FOM Forschungsprojekt "Reallabor Agiles Arbeiten". Ziel war die Erprobung und Einführung agiler Arbeitsweisen in zwei Landesministerien, um den Beschäftigten bei kurzfristigen und unerwarteten Veränderungen schnelleres und flexibleres Reagieren zu ermöglichen. Methodisch wurde dabei die Aktions- und Handlungsforschung nach Richenhagen und Dick angewendet. Im Projekt wurde Verwaltungspraxis mit wissenschaftlicher Analyse kombiniert. Durch eine Bestandsaufnahme wurden geeignete Interventionen nach den Bedarfen der unterschiedlichen Zielgruppen - darunter Führungskräfte, Mitarbeitende, Gremien - in unterschiedlichen Formaten (virtuell, hybrid, Präsenz) abgeleitet, iterativ umgesetzt und evaluiert. Dabei kamen sowohl summative als auch formative Ansätze ebenso wie quantitative und qualitative Methoden zum Einsatz. Basierend auf den gewonnenen Erkenntnissen wurden abschließend konkrete Handlungsempfehlungen sowie Anknüpfungspunkte für weitere, über das Projekt hinausgehende Interventionen abgeleitet. Es zeigt sich, dass das Spannungsverhältnis von Bürokratie und Agilität nicht allein auf individueller Ebene in Form von Haltungs- und Methodentrainings aufgelöst werden kann. Dazu sind strukturelle bzw. legitimierende Änderungen innerhalb der Organisation nötig.
