Abstract

Vorwort: Das 2004 gegründete interdisziplinäre EIKV Forschungs- und Beratungs-Institut - EIKV steht für European Institute for Knowledge and Value Management - mit Sitz in Luxemburg fokussiert sich auf das Evaluieren, Sichern und Verwerten immaterieller Wirtschaftsgüter und Vermögenswerte im wissenschaftlichen wie vor allem auch im unternehmerischen Kontext. Die klassische Ökonomik beschränkt immaterielle Wirtschaftsgüter (intangible assets) unter der bislang vorherrschenden und einseitigen Dominanz rechtlicher und steuerrechtlicher Fragestellungen primär auf (immaterielle) Vermögenswerte. Dies wird nach Ansicht des EIKV den aktuellen Entwicklungen der Informations- und Wissensgesellschaft kaum gerecht. So fehlt es an einer Auseinandersetzung mit gewollten und ungewollten Formen des Marktversagens für diese allgemeinen Güter aufgrund nicht vorhandener oder ungeklärter Rivalitäts- und Ausschlussmechanismen. Wenn von immateriellen Wirtschaftsgütern die Rede ist, dann meinen Ökonomen, die nicht unbedingt zum Mainstream gezählt werden wollen, nicht nur und bestimmt nicht in erster Linie Geistiges Eigentum oder gewerblichen Rechtschutz. Vielmehr interessieren sie sich im Sinne einer pluralen Ökonomie für die unternehmerischen und volkswirtschaftlichen Leistungs-, Wertschöpfungs- und Informationsströme als interdependentes Ganzes inklusive der damit verbundenen kulturellen und sozioökonomischen Rahmenbedingungen. So auch das EIKV, das fordert, dass die Erklärungsvariablen für ökonomische Prozesse sich nicht primär auf individuelles Rationalverhalten berufen, sondern das Zusammenwirken von politischen, sozialen, kulturellen und ökonomischen Komponenten berücksichtigen sollten.
