Kombilohnmodelle europäischer Länder. Vergleich und Adaption während der COVID-19-Pandemie

Abstract

Kombilohnmodelle stellen neben Maßnahmen zur Unterstützung bei der Arbeitssuche und zur Qualifizierung ein Instrument der aktiven Arbeitsmarktpolitik dar, das darauf abzielt, mittels Lohnsubvention die Beschäftigungschancen von arbeitslosen Personen zu verbessern. Die Zielstellung in der Entwicklung und im Einsatz von Kombilohnmodellen sind durchaus vielfältig und reichen von der Anreizwirkung einer Beschäftigungsaufnahme im Niedriglohnsektor über eine Verbesserung der Beschäftigungschancen von Arbeitslosen (mit Vermittlungsschwierigkeiten) bis hin zu Lohnsubventionierungen für Unternehmen. Vor diesem Hintergrund geht die folgende Studie der Frage nach, wie Kombilohnmodelle in anderen europäischen Ländern ausgestaltet sind, um hieraus Anhaltspunkte abzuleiten, die als Diskussionsgrundlage für eine etwaige Anpassung des österreichischen Kombilohnmodells dienlich sein können.
