Österreichs Breitbandnachfragedefizit

Abstract

Im internationalen Vergleich ist die Nachfrage nach Breitbanddatenanschlüssen mit hoher Übertragungsgeschwindigkeit in Österreich gering. Nach einem kurzen Literaturüberblick zu den Determinanten dieser Take-up-Rate werden Indikatoren zur Breitbandnachfrage in den Ländern der EU 28 ausgewählten länderspezifischen Charakteristika gegenübergestellt. Insbesondere für den Indikator der Nachfrage nach schnellen, festen Breitbandanschlüssen ergeben sich wenig signifikante Korrelationskoeffizienten. Der zweite Teil der Studie ermittelt Determinanten der Nachfrage nach Breitbandanschlüssen der A1 Telekom anhand statistischer Analysemethoden und kleinräumiger Rasterdaten und quantifiziert deren Einfluss. Die ökonometrische Analyse ergibt eine inverse U-Beziehung zwischen der verfügbaren Geschwindigkeit und der A1-Take-up-Rate. Wie ein deskriptiver Vergleich der höchstmöglichen und der durchschnittlichen Downloadgeschwindigkeiten zeigt, hat sich diese relative Breitbandlücke zwischen 2015 und 2017 merklich ausgeweitet. Abschließend leitet die Studie wirtschaftspolitische Empfehlungen ab, wie durch entsprechende Nachfrageimpulse die Marktdurchdringung mit hohen Bandbreiten beschleunigt werden könnte.
