Analyse von Handlungsoptionen für die Zukunft des Milchmarktes in Österreich

Abstract

Die Europäische Kommission will die Milchquotenregelung über das Jahr 2015 hinaus nicht fortsetzen. Ziel ist eine allmähliche Anpassung an eine Situation ohne Milchquote. Dazu eignen sich sowohl Maßnahmen zur Lockerung der Beschränkung als auch Schritte zur Senkung der Milcherzeugerpreise in der EU. Wichtige Details der Umsetzung der Milchmarktordnung und des Quotenregimes können national festgelegt werden. Die in Österreich vorgesehene nationale Saldierung der Quotenmenge schafft gute Voraussetzungen für eine flexible Anpassung. Für die österreichische Agrarpolitik steht ein Bündel von Maßnahmen zur Verfügung, und abseits des Ordnungsrahmens der EU können weitere Maßnahmen ergriffen werden, um die Strukturanpassung in der Milchwirtschaft zu erleichtern. Den Betrieben stehen folgende Handlungsoptionen offen: Kooperationen auf betrieblicher Ebene und in der österreichischen Milchwirtschaft, Verbesserung der betrieblichen Abläufe in der Milcherzeugung und -verarbeitung, Produkt- und Prozessinnovationen in der Verarbeitung sowie verstärkte Unterstützung für Betriebe, die die Milchproduktion aufgeben.
