Abstract

América Latina es una de las regiones del mundo donde la promoción y la protección de los Derechos Humanos (en adelante, ddhh ) son asuntos de continua demanda y álgida discusión en las agendas nacionales de los Estados latinoamericanos, por los preocupantes incumplimientos de las obligaciones de respeto y garantía de los ddhh de sus poblaciones, pero también por los cambios que vienen experimentando las políticas internas, donde se privilegian intereses económicos que lejos se encuentran de poner a la dignidad humana como faro de las actuaciones del Estado.
