Capacidad Estatal: Requisito para el Mejoramiento de la Política Social en América Latina

Abstract

El presente trabajo trata de dos temas que ocupan el centro de atención de la agenda política y académica desde finales de la década de 1990-1999 en América Latina, una vez comprobados los límites del fundamentalismo del mercado. El primero se refiere al gran número de reformas pendientes sobre política social y, el segundo, a la evidente necesidad de aumentar la "capacidad estatal", referida al manejo general de la "cuestión pública". El primero viene a ser el resultado de las transformaciones acontecidas en el campo de la política pública, ligado directamente en mayor o menor medida al bienestar de la población. Mientras que el segundo se relaciona a la capacidad del Estado y a la reciente preocupación cada vez más amplia de construir y/o reconstruir las instancias habilitadas de gobierno de los complejos procesos, que no sólo ha experimentado la región y que, sin duda, la caracterizarán en el futuro. Ambos implican el surgimiento de la nueva institucionalidad y de coaliciones de actores, cuyos recursos darán dirección a dichas capacidades hacia un desarrollo social incluyente.
