Determinanten der Effizienz lokaler Gebietskörperschaften

Abstract

Mit der Wirtschafts- und Finanzkrise hat sich die finanzielle Situation der öffentlichen Haushalte stark eingetrübt. Dies gilt insbesondere für die kommunale Ebene. Angesichts dieser angespannten Lage vieler öffentlicher Haushalte wird die Diskussion über die effiziente Verwendung öffentlicher Mittel wieder an Bedeutung gewinnen und somit die Frage nach den Bestimmungsfaktoren dieser Effizienz. Basierend auf einer Stichprobe von baden-württembergischen Stadt- und Landkreisen diskutiert dieser Beitrag Methoden, wie die Effizienz lokaler Gebietskörperschaften gemessen und Quellen potenzieller Ineffizienzen aufgedeckt werden können.
