Die Wirkung von Konjunkturprogrammen

Abstract

Im Gefolge der globalen Finanzmarkt- und Wirtschaftskrise wurden im Jahr 2009 in vielen Volkswirtschaften umfangreiche Konjunkturprogramme aufgelegt. Die bereits im Jahr 2009 einsetzende und sich im Jahr 2010 verstärkende wirtschaftliche Erholung führte zu einer Neubewertung der Wirksamkeit von Konjunkturprogrammen. Bis dahin dominierte mehrheitlich die Skepsis gegenüber einer staatlichen Stabilisierungspolitik. Den automatischen Stabilisatoren wurde die Hauptrolle bei der Stabilisierung der Konjunktur zugesprochen, und die Multiplikatoren einer expansiven Fiskalpolitik wurden zumeist als eher klein angesehen. Aktuelle Untersuchungen weisen allerdings darauf hin, dass die Konjunkturprogramme in der jüngsten Krise stützend wirkten. Allerdings muss ab dem Jahr 2011 mit der Konsolidierung der durch die Konjunkturprogramme entstandenen Staatsschulden begonnen werden, um eine Beeinträchtigung des künftigen Wachstums zu vermeiden.
