Industrielle Arbeitskosten im internationalen Vergleich

Abstract

Die Arbeitskosten im Verarbeitenden Gewerbe Westdeutschlands betrugen im Jahr 2003 mehr als 27 Euro je Stunde. Damit wurde das Kostenniveau der westdeutschen Industrie nur von Norwegen und Dänemark übertroffen, und es lag somit um 36 Prozent über dem Durchschnitt der Konkurrenzländer. Gegenüber dem Jahr 2002 ist der westdeutsche Kostennachteil vor allem aufgrund des starken Euro um 8 Prozentpunkte angewachsen. Im Vergleich zum Rekordjahr 1995 ergibt sich allerdings ein Rückgang des Kostenhandikaps von knapp 20 Prozentpunkten. In Ostdeutschland kostete im vergangenen Jahr eine Arbeitsstunde mit knapp 17 Euro etwa so viel wie in Italien und Kanada. In allen beobachteten Industrieländern sind die Lohnzusatzkosten seit 1980 rascher gestiegen als die Löhne. In Westdeutschland erreichen sie inzwischen 79 Prozent des Direktentgelts, 1980 waren es trotz einer etwas weiter gefassten Abgrenzung 75 Prozent. Es gibt zwar Länder mit höheren Zusatzkostenquoten, doch absolut betrachtet, trägt Westdeutschland mit annähernd 12 Euro die höchste Zusatzkostenlast.
