Determinanten der New Economy im internationalen Vergleich

Abstract

In den USA neigt sich derzeit ein überaus langer, dynamischer und beschäftigungsintensiver Aufschwung anscheinend seinem Ende zu. In Europa verliefen die Konjunkturtrends in den 90er-Jahren wesentlich ungünstiger. Bei diesem Performance-Gefälle spielt zweifellos auch eine Rolle, dass sich die New Economy in den USA bedeutend stärker entwickeln konnte als in Europa. Folglich waren die Produktivitätstrends in den USA ebenfalls dynamischer. Eine empirische Bestandsaufnahme von insgesamt 14 einschlägigen Indikatoren belegt, dass in den USA ein förderlicher Wettbewerbs- und Institutionenrahmen den Aufbau einer leistungsfähigen Informations- und Kommunikationswirtschaft erleichtert hat. Unter den Europäern können lediglich die Schweden und die Schweizer einem Vergleich mit Amerika zumindest tendenziell standhalten. Deutschland liegt mit erheblichem Rückstand im Mittelfeld. Spanien und Italien schneiden unter den 15 beobachteten Ländern am schlechtesten ab. Demnach behindern vor allem in den großen kontinentaleuropäischen Volkswirtschaften strukturelle und institutionelle Defizite immer noch die New Economy.
