Abstract

Para las sociedades contemporáneas, la democracia digital constituye un concepto clave que denota, según nuestra comprensión, la relación entre autogobierno colectivo e infraestructuras digitales mediadoras. Las nuevas formas de involucramiento digital que van de la mano con reformas organizativas están reintermediando los entornos democráticos ya establecidos, y lo están haciendo de maneras abiertas que desafían las narrativas lineales de renovación o muerte. En un primer acercamiento, rastreamos la historia de la democracia digital en el contexto de sus constelaciones mediáticas específicas, mediante la descripción de las continuidades y discontinuidades en la interacción del cambio tecnológico y las aspiraciones a la democratización. A continuación, hacemos una revisión crítica de ciertas premisas teóricas sobre el papel de la tecnología y de cómo éstas varían en función de la manera en que se utiliza el concepto de democracia digital. En cuatro ámbitos, mostramos las condiciones políticas contingentes bajo las cuales evoluciona la relación entre las formas de autodeterminación democrática y sus infraestructuras digitales mediadoras. Una lección que puede aprenderse de estos cuatro ámbitos es que el autogobierno democrático es un proyecto profundamente mediado cuyas instituciones y prácticas están en constante flujo.
