Explaining differences in unemployment benefit takeup between labour migrants and Dutch native workers

Abstract

The large increase in Eastern European migrants entering the Dutch labour market has led to concerns about their potential claim on Dutch unemployment benefits. We use a decomposition analysis to investigate differences in uptake of unemployment benefits between migrants and native Dutch employees by analysing register data for all employees in the Netherlands in 2015. The results show that Eastern European migrants, similar to other migrants, receive unemployment benefit more often than native Dutch employees. This difference can be largely ascribed to job characteristics. The inclusion of unemployment risk in the analysis reveals that non‐working migrants are much less likely to receive unemployment benefits than Dutch natives. La forte augmentation du nombre de migrants d'Europe de l'Est entrant sur le marché du travail aux Pays‐Bas a suscité des inquiétudes quant à leur éventuelle demande d'allocations de chômage nationales. Nous nous basons sur une analyse de décomposition pour étudier les différences de recours aux allocations de chômage entre les employés migrants et les employés autochtones en analysant les données des registres pour l’ensemble des employés aux Pays‐Bas en 2015. Les résultats montrent que les migrants d’Europe de l’Est, comme les autres migrants, bénéficient plus souvent d’allocations de chômage que les employés natifs des Pays‐Bas. Cette différence s’explique largement par les caractéristiques propres aux emplois exercés. L'inclusion du facteur de risque de chômage dans l'analyse révèle que les migrants sans emploi sont bien moins susceptibles de se voir octroyer des allocations de chômage que les natifs des Pays‐Bas. El gran aumento del número de migrantes de Europa del Este que se incorporan al mercado de trabajo de los Países Bajos ha generado inquietud sobre su posible solicitud de prestaciones de desempleo al sistema neerlandés. Realizamos un análisis de descomposición para determinar las diferencias en la percepción de prestaciones de desempleo entre los empleados migrantes y los empleados nacionales mediante el examen de los datos de registro del conjunto de empleados de los Países Bajos en 2015. Los resultados muestran que los migrantes de Europa del Este, al igual que otros migrantes, reciben prestaciones de desempleo con mayor frecuencia que los empleados nacionales. Esta diferencia puede atribuirse en gran medida a las características del empleo. Die starke Zunahme der Zahl osteuropäischer Migranten im niederländischen Arbeitsmarkt führte zu Sorgen über ihre mögliche Inanspruchnahme niederländischer Arbeitslosenleistungen. Wir verwenden eine Dekompositionsanalyse, um die Unterschiede bei der Inanspruchnahme von Arbeitslosenleistungen zwischen Migranten und in den Niederlanden geborenen Arbeitnehmern durch die Analyse von Meldedaten für alle Arbeitnehmer in den Niederlanden im Jahr 2015 zu untersuchen. Die Ergebnisse zeigen, dass Migranten aus Osteuropa ähnlich wie andere Migranten häufiger Arbeitslosenleistungen als in den Niederlanden geborene Arbeitnehmer beziehen. Значительный приток мигрантов из Восточной Европы, которые оказались на рынке труда Голландии, заставил задуматься об их возможных заявках на голландское пособие по безработице. Используя декомпозиционный анализ, мы изучили отличия таких обращений со стороны мигрантов и работников‐голландцев, основываясь на данных реестров всех работников в Голландии за 2015 г. O expressivo aumento de migrantes do Leste Europeu que entram no mercado de trabalho holandês gerou preocupações sobre o potencial de pedidos de seguro‐desemprego nesse país. Usamos uma análise de decomposição para investigar as diferenças na aceitação do seguro‐desemprego entre migrantes e empregados holandeses nativos, analisando os dados de registro de todos os empregados na Holanda em 2015. Os resultados mostram que os migrantes do Leste Europeu, de maneira similar aos demais migrantes, recebem seguro‐desemprego com mais frequência do que os empregados holandeses nativos. Esta diferença pode ser atribuída, em grande parte, às características do trabalho. A inclusão de risco de desemprego na análise revela que os migrantes que não trabalham são muito menos propensos a receber seguro‐desemprego do que os holandeses nativos.
