Fit for 55? Das neue Klima- und Energiepaket der EU

Abstract

Das "Fit for 55"-Paket der Europäischen Kommission umfasst 13 Vorschläge zur Überarbeitung bestehender und zur Einführung neuer klima- und energiepolitischer Regelwerke. Der Beitrag fasst zentrale Änderungen der Zielsetzungen für die Effort-Sharing-Sektoren, die Bereiche Energieeffizienz und erneuerbare Energien, sowie für die Bepreisung von Treibhausgasemissionen zusammen. Der kurzfristige Zeithorizont bis 2030 ist sowohl für die Finalisierung des Regelwerks als auch für die Zielerreichung herausfordernd. Die vorgeschlagenen Maßnahmen erfordern umfassende Investitionen sowie eine EU-weite Kooperationsbereitschaft und Koordination. Um negative Effekte auf vulnerable Gruppen abzufedern, sind verschiedene Kompensationsmaßnahmen geplant. Ob diese ausreichen, hängt von den konkreten Maßnahmen und deren Ausgestaltung ab.
