Steuerreform 2022/2024 – Maßnahmenüberblick und erste Einschätzung

Abstract

Die ökosoziale Steuerreform 2022/2024 reduziert deutlich die Abgabenbelastung durch die Senkung der Lohn- und Einkommensteuer, der Unternehmensbesteuerung und der Krankenversicherungsbeiträge. Das Entlastungsvolumen erreicht 2025 7,8 Mrd. € (1,6% des BIP) pro Jahr, die jährliche Nettoentlastung beträgt dann rund 6,1 Mrd. € (1,2% des BIP). Gleichzeitig verringert die Reform einige der strukturellen Ungleichgewichte im österreichischen Abgabensystem. Mitte 2022 wird eine CO2-Bepreisung (einschließlich Kompensationsmechanismen) eingeführt. Die Senkung der Krankenversicherungsbeiträge verringert die hohe Abgabenlast für Personen mit geringem Einkommen. Zudem schafft die Reduktion der Lohn- und Einkommensteuer einen Ausgleich für die kalte Progression.
