Erste Analyse der Wirkungen der EU-Regionalpolitik in Österreich

Abstract

Vor dem Hintergrund eines Mangels an empirischer Evidenz hat das WIFO in einer Pilotstudie erste Hinweise zu den quantitativen Wirkungen der EU-Regionalpolitik in Österreich erarbeitet. Demnach haben die Interventionen des EFRE in Österreich positive Entwicklungsimpulse in den durch sie geförderten Regionen ausgelöst. So beschleunigte sich die (relative) Beschäftigungsentwicklung in ländlichen wie verdichteten Förderregionen im Regime der EU-Regionalförderung gegenüber der Phase vor deren Implementierung statistisch signifikant. Modellrechnungen zeigen vor allem in der Simulation nachfrageseitiger Wirkungen relevante Multiplikatoreffekte: Ohne Gegenfinanzierung erhöht 1 € an Fördermitteln die nationale Bruttowertschöpfung um 1,5 €. Angebotsseitige Effekte konnten dagegen bisher nur sehr bruchstückhaft abgebildet werden, ihre Quantifizierung bleibt eine wesentliche Forschungsfrage.
