Die gemeinwirtschaftlichen Leistungen der Österreichischen Bundesbahnen

Abstract

Die ÖBB erbringen verschiedene Leistungen, die vom Bund in Auftrag gegeben und abgegolten werden. 1999 zahlte der Bund für Sozialtarife, Angebote für den Personenverkehr, den Kombinierten Verkehr und andere "gemeinwirtschaftliche Leistungen" 8,6 Mrd. S. Im Schienenpersonenverkehr der ÖBB waren die Leistungsabgeltungen um fast 30% höher als die Tariferträge. In mehreren europäischen Ländern wird derzeit versucht, durch eine Regionalisierung der Bestellfunktion und der finanziellen Verantwortung sowie durch die Ausschreibung der Leistungen die Effizienz des Mitteleinsatzes zu erhöhen. Mit der Öffnung der Infrastruktur verlieren die Bahngesellschaften die Monopolstellung als Anbieter von gemeinwirtschaftlichen Leistungen auf ihrem Schienennetz.
