Assessment and Factoring in of the Economic Component of Energy Security in Projection Studies of the Energy Sector

Abstract

This study deals with the problem of the comprehensive assessment of alternative options for the development of the energy sector from the standpoint of energy security (EB). In doing so, a particular emphasis is placed on its economic component. We analyze the differences between the approaches adopted in Russia and abroad to monitoring energy security performance. We propose methods for quantitative assessment of such performance in projection studies as informed by the features specific to Russia and the projection horizon. We demonstrate that as the time frame under consideration extends further into the future, the importance of determining the resilience of development options to likely economic threats to EB increases. Among them, a significant role is played by the threats caused by the growth of electricity prices that is deemed unacceptable for the economy, as well as those caused by the possible delay in new capacity additions in the energy sector (for the reasons that include the risks for potential investors).
