Vom potenziellen Datenangreifer zum zertifizierten Wissenschaftler – Für eine Neugestaltung des Wissenschaftsprivilegs beim Datenzugang

Abstract

The article advocates for a paradigm shift for the access of scientists to data from official statistics. Trust, verified by certification, creates new and efficient possibilities for remote data access. The author sketches the development of data access for scientists under the existing federal data protection law (Bundesstatistikgesetz). Alternative concepts for data access in Sweden, England and the Netherlands are displayed. The article refers to the corresponding suggestions of the Statistical Council (Statistischer Beirat) made in November 2012 and discusses the chances of their realization.
