Struktury organizacyjne centrów usług wspólnych – podejście oparte na ekonomii kosztów transakcyjnych

Abstract

Celem artykułu jest analiza kosztów transakcyjnych związanych z tworzeniem centrów usług wspólnych (ang. shared services centers – SSC) na przykładzie dwóch prywatnych firm oraz Centrum Obsługi Administracji Rządowej (COAR). W ramach podejścia opartego na ekonomii kosztów transakcyjnych sformułowano dwie hipotezy: 1) im więcej zasobów znajduje się w firmie, tym bardziej przedsiębiorstwa dążą do wykorzystywania tych zasobów poprzez utworzenie SSC, 2) im wyższa jest strategiczna wartość aktywów, tym bardziej działanie firmy jest uzasadnione przy zachowaniu, wykorzystaniu i skupieniu ich w ramach SSC. Przeprowadzona analiza jakościowa, obejmująca częściowo ustrukturyzowane wywiady oraz umowy z analizowanych podmiotów, potwierdziła obie hipotezy. W ramach SSC zidentyfikowano kluczowe problemy, takie jak zapewnienie wysokiej jakości usług i ich stałe ulepszanie, redukcja oportunizmu, mierzenie jakości usług, wycena skutków realizowanej umowy oraz ustanowienie efektywnej komunikacji w danej strukturze. Zastosowane rozwiązania były różnorodne, a badanie wykazało znaczący wpływ trzech czynników – procesów, mechanizmów relacyjnych i struktury organizacyjnej – które wspólnie oddziałują na kategorie kosztów transakcyjnych: zarządzanie, odnoszące się do adaptacyjnego procesu podejmowania decyzji, oraz pomiar, dotyczący oddziaływania informacji.
