Du dualisme à la flexibilité du travail

Abstract

[fre] A la fin des années soixante-dix on a pu croire que le marché du travail se diviserait en deux, un marché où les travailleurs sont assurés de la stabilité et un autre dominé par l'insécurité. Le développement du chômage et la restructuration de l'appareil productif ont conduit à des formes nouvelles de contrats de travail et d'organisation des entreprises, qui aboutissent à des formes diverses de flexibilité. Curieusement les débats récents autour de ce mot ne sont pas fondés sur des analyses précises de la diversité des situations ni sur une évaluation économique des expériences en cours. La flexibilité qualitative, qui consiste à aménager les formes d'organisation du travail, a donné lieu à des expériences qui ne sont pas encore généralisées et qui n'ont pas, semble-t-il, entraîné une meilleure utilisation des équipements. En revanche la flexibilité quantitative s'est développée plus largement sous des formes diverses. [eng] From Dualism to Flexibility of Work Jean-Pierre Jaslin, Jocelyne Loos, Michel Forsé At the end of the seventies it seemed that the labour market would be divided into two parts : in the first workers would be assured of keeping their jobs ; in the second there would be a high level of insecurity. Higher unemployment and the new production processes have led to new kinds of labour contracts and new forms of organization within firms, which have led to varied forms of flexibility. Curiously, recent statements about flexibility have been based neither on detailed analysis of the diversity of the situation, nor on an economic evaluation of the experiences. Qualitative flexibility, which have led to new forms of work organization, has led to experiences which have not yet generalized and seem not to led to an optimal use of machines. Quantitative flexibility has however developed in various forms.
