Les aides de l'Etat à la Corse sont-elles efficaces ?

Abstract

[eng] Is aid to Corsica efficient ? Why is the Corsican economy stagnating in spite of generous transfers from France ? We address this question using a standard model of international trade linking the essential stylised facts of the island's economy: emigration, abundant external aid, low output - but also improving living standards. This analysis suggests that the macroeconomics effects of emigration, and more recently of net transfers, may have led to a misalignment of labour costs with labour productivity, in turn leading to lower external competitiveness. The study evidences the need to allocate transfers toward investment that can positively influence competitiveness (for example: infrastructure and education), rather than consumption. But it is the latter that is currently the main beneficiary of transfers, which increases the risk of a full-fledged Dutch disease in Corsica. Un modèle standard de commerce international permet d'aborder cette question dans un cadre cohérent liant entre eux les faits essentiels de l'économie insulaire : émigration, abondance des aides extérieures, faiblesse de la production, mais aussi élévation du niveau de vie. Une telle lecture suggère que les effets macro-économiques induits de l'émigration et, plus récemment, des transferts nets, ont pu conduire à un renchérissement des coûts de main-d'œuvre vis- à-vis de la productivité du travail et, ainsi, à une perte de compétitivité extérieure. L'analyse met en exergue le besoin d'allouer les transferts vers les investissements (par ex. infrastructure, éducation), qui peuvent influer positivement sur la compétitivité, plutôt que vers la consommation. Or, c'est cette dernière qui reçoit aujourd'hui l'essentiel des transferts nets, accroissant les risques d'un « syndrome hollandais » en Corse.
