WIFO-Weißbuch: Wachstumsimpulse durch die öffentliche Hand

Abstract

Theoretische und empirische Arbeiten zeigen, dass der Staatsanteil als solcher nur geringe Wirkungen auf Wachstum und Beschäftigung hat. Relevanter ist die Struktur von öffentlichen Einnahmen und Ausgaben. Abgaben auf Arbeit wirken deutlich stärker negativ auf Wachstum und Beschäftigung als solche auf Kapitalerträge und Vermögen. In Österreich ist die Steuerbelastung der Arbeit überdurchschnittlich hoch und nimmt weiter zu. Dies legt eine Umschichtung hin zu einer stärkeren Besteuerung von Kapitalbeständen und Umweltverbrauch nahe. Ausgaben für Bildung, Investitionen sowie Forschung und Entwicklung haben besondere Bedeutung für die Stärkung des Wirtschaftswachstums. Zu einer wachstumsfördernden Verbesserung der Qualität der öffentlichen Ausgaben gehört neben einer Forcierung der Ausgaben für die genannten Zukunftsbereiche auch eine effizientere Allokation der öffentlichen Mittel durch Strukturreformen im öffentlichen Sektor selbst.
