Abstract

[fre] Cet article traite des limites méthodologiques et théoriques du concept d'estimation du soutien au producteur (esp) tel que développé par I'ocde. Les résultats indiquent que ces limites sont telles que l'utilisation et l'interprétation des résultats des calculs actuels de I'esp doivent être limitées principalement à la mesure de l'évolution du soutien à l'intérieur d'un pays donné. Dans le cas des comparaisons internationales, seul le classement des pays en terme de niveau de soutien pour un produit donné semble robuste mais sans que les esp en valeur absolue puissent être utilisées pour mesurer la valeur des transferts réels dont bénéficient les producteurs. Les auteurs suggèrent donc des pistes de solutions qui rendraient I'esp plus adéquate dans le contexte actuel de son utilisation élargie. [eng] This manuscript discusses the methodological and theoretical limits of the Producer Support Estimate (PSE) developed by the OECD. The authors argue that current deficiencies should limit the role of PSE to mainly monitor the evolution of domestic support within a country. However, results indicate that although PSE is not likely to reflect real value of transfers from consumers and taxpayers to farmers, international ranking of countries based on absolute PSE are still robust when large differences exist. Authors suggest computation modifications that would make the PSE more adequate in the current context of a larger use of the indicator.
