L'agriculture dans l'espace rural. Quelles demandes pour quelles fonctions ?

Abstract

[fre] L'explicitation des attentes de la collectivité en terme de qualité de l'espace rural intéresse une agriculture en quête de nouvelles fonctions. Des enquêtes nous ont permis de suivre la construction de la demande sociale à partir de demandes privées latentes, exprimées puis socialisées dans diverses organisations. Elles révèlent le fait que les acteurs de la demande se réfèrent à des représentations communes, qui précisent quelles fonctions sont attribuées aux agriculteurs en terme de gestion de l'espace et qui est reconnu apte à évaluer les actes de l'agriculteur dans ce domaine : elles déterminent le contenu des demandes mais expliquent aussi leur fréquente non-expression. Ces représentations apparaissent comme des conventions implicites qui sont le support et le produit d'un mode de coordination en situation d'échange non-marchand, entre une offre résultant d'effets de l'agriculture sur l'espace agricole et les demandes issues des usagers. L'observation des lacunes de ce mode de coordination apporte des enseignements pour l'action publique. [eng] Agriculture in the rural space : what is the demand ? what are its functions ? . The explicitation of the demand of the society in terms of the quality of the rural environment is of great interest to an agriculture in search of a new role. Surveys have revealed the establishment of a social demand based on latent private demands, expressed and socialised through various organisations. These surveys bring to light the fact that the demand refers to common representations which determine what functions are attributed to farmers in terms of rural space management and who is recognised as able to evaluate the actions of the farmers in this respect ; they set forth the content of the demand, and also the fact that the demand frequently not expressed. These representations appear as implicit conventions, which are the basis for and the product of a means of coordination in a non-commercial trade situation, between an offer which is the result of the effects of agriculture on the rural space, and the demande of the users. Observation of the insufficiencies of this mode of coordination is a source of learning for public action.
