Abstract

[spa] Los intercambios de los pafses de Europa centro-oriental : el obstâculo de una doble competitividad . La inserciôn de los pafses de Europa centro-oriental en la economfa occidental dependerâ, ante todo, de su capacidad de exportaciôn. En este àmbito, la estructura de sus exportaciones demuestra que tendrân dificultades para ubicarse en el seno del comercio europeo. En posiciôn de fuerte competitividad mutua, su actividad se ve concentrada en un pequeno numéro de productos en los que la liberalizaciôn del mercado europeo sera la mâs lenta de todas. . Los resultados obtenidos en 1991 y 1992 revelan, sin embargo, reestructuraciones positivas. Paralelamente a los sectores tradicionales con escaso valor anadido en Europa central, surgen nuevas potencialidades de exportaciones en el sector automotriz las que estân ligadas a inversiones de empresas occidentales. Una cooperaciôn parece ser deseable también entre esos pafses ya que al riesgo de una dispersion de sus esfuerzos se agregarâ otro : el estar confrontados a la competitividad de los pafses de Europa del sud que se anticiparon a ellos en la integraciôn al mercado europeo. L'insertion des pays d'Europe centre-orientale dans l'économie occidentale dépendra avant tout de leur capacité d'exportation. Dans ce domaine, la structure de leurs exportations montre qu'ils auront du mal à prendre place dans le commerce européen. En position de forte concurrence mutuelle, ils sont concentrés sur un petit nombre de produits où la libéralisation du marché européen sera la plus lente. . Les performances réalisées en 1991 et 1992 révèlent cependant des restructurations positives. A côté des secteurs traditionnels, à faible valeur ajoutée, de nouvelles capacités d'exportations émergent en Europe centrale dans le secteur automobile et sont liées à des investissements de firmes occidentales. Une coopération s'avère aussi souhaitable entre ces pays, car, au risque d'une dispersion de leurs efforts s'ajoutera à terme celui d'être confronté à la concurrence des pays d'Europe du Sud qui les ont devancés dans l'intégration au marché européen. The integration of the Central and East European countries into the Western economy will depend first and foremost on their export capacity. The structure of their exports shows that they will find it difficult to take up a position in European trade. They compete intensely with each other on a market concentrated on a small number of products, which are still subject to EC customs barriers. . Nevertheless, performances in 1991 and 1992 reveal positive restructuring. Alongside the traditional, low value-added sectors, Central Europe is starting to show new export capacities in the motor vehicle sector, linked to investment by Western firms. Co-operation between these countries is also proving to be desirable. This is because the risk of overdiversifying their efforts is compounded by that of having to face competition from South European countries, which are ahead of them in their integration into the European market.
