Gewerkschaften und andere Akteure der Arbeitszeitpolitik - Wer bestimmt über die Zeit?

Abstract

Die Gewerkschaften waren jahrzehntelang die wichtigsten Triebkräfte der Arbeitszeitpolitik. Arbeitszeitverkürzung prägte die Entwicklung der Arbeitszeitregulierung. Seit den 1990er Jahren sehen sich die Gewerkschaften jedoch mit einem Rückgang ihrer arbeitszeitpolitischen Gestaltungsmacht konfrontiert. Inzwischen existieren mehrere Krisenregionen der Arbeitszeitregulierung, die durch die Öffnung der Flächentarifverträge, neue Steuerungsformen in den Unternehmen und die mangelhafte Begleitung der wachsenden Frauenerwerbstätigkeit durch die Sozial- und Steuerpolitik entstanden sind. Im Gegenzug haben mit Betriebsräten und Beschäftigten neue Akteure die Bühne der Arbeitszeitpolitik betreten. Für eine Revitalisierung der gewerkschaftlichen Arbeitszeitpolitik bestehen daher zwei Ansatzpunkte: der betriebliche Konflikt um die Kontrolle von Arbeitszeit und der gesellschaftliche Konflikt um die Organisation des Wohlfahrtsstaates.
