Constructing a Multidimensional Indicator of Sports Development: the Case of the Football Development Index

Abstract

The article studies the conceptual basis of football development: which factors are critical and how can these indicators be combined in order to construct a multidimensional index. An analysis of currently active composite indicators has shown their appreciation by multiple organizations, which served as a premise for designing a similar index of football development. Based on the conducted literature review the authors provide their own definition of the term 'football development', highlighting its multidimensional characteristics. The article reviews both the methodological aspects of constructing composite indicators (data normalization, setting indicator weights, compatibility analysis, indicator aggregation) as well as the possible practical implications of multidimensional indexes of sports development. The Football development index methodology proposes to assess countries based on 12 indicators grouped into 3 dimensions: on-pitch results, popularity and football development environment. The authors also propose a benchmarking method of the best global football development practices based on geographic and economic attributes of nations. The calculated rating shows us that economic development is not the sole determinant of success in football. Among the inefficient football development nations we may find mostly Asian courtiers, whilst the most efficient practices may be found predominantly in Europe.
