A helyi önkormányzatok eurorégiókban való részvétele Közép-Európában

Abstract

Az utóbbi két évtizedben szinte az összes európai államhatár mentén létrejöttek helyi önkor-mányzatok közötti határon átnyúló együttműködések, melyek egyik típusa az eurorégió. Miköz-ben számuk egyre nő, az alapításuk mögött meghúzódó indítékok feltárása és értelmezése kihí-vást jelent a társadalomtudósok számára. Tanulmányunkban egy átfogó elemzési keretbe foglaljuk az eurorégiók intézményesülésében szerepet játszó legfontosabb tényezőket, valamint Komárom-Esztergom megyén végzett kutatásunk alapján arra is választ keresünk, hogy melyek azok a szempontok, amelyek alapján egy eurorégiós kezdeményezés vonzóvá válik a helyi önkormányzatok számára. Eredményeink szerint a helyi önkormányzatok eurorégiós részvételét a határon átnyúló közös történelmi, szocio-kulturális és etnikai háttér, a külső finanszírozási források elnyerésére irányuló törekvés, a helyi önkormányzatok fejlesztési elképzelései, a múltbeli és jelenlegi igazgatási közösség, valamint az országhatártól való távolságuk befolyásolja, ez utóbbi alatt azonban mi elsősorban nem földrajzi, hanem kognitív távolságot értünk.
