Kormányzati beruházás kis, nyitott gazdaságban

Abstract

A cikkben a kormányzati beruházások hatását vizsgáljuk egy kis, nyitott gazdaságban. A kormányzati tőkekiadásokat olyan infrastruktúrafejlesztéseknek gondoljuk el, amelyek - azontúl, hogy közvetlenül bővítik az ország kibocsátását - pozitív externáliát jelentenek a magánszektor termeléséhez. Megvizsgáljuk, hogy az ambiciózus állami fejlesztések a külső transzferek és az igénybe vehető hitelforrások elérhetőségétől függően milyen rövid és hosszú távú hatással járnak. Úgy véljük, hogy bár a modell a jelenlegi, erősen stilizált formájában csupán numerikus példa (így a belőle levonható számszerű következtetések erősen korlátozott érvényűek), az itt bemutatott tanulságok érdekes, új szempontokkal gazdagíthatják az állami fejlesztési kiadásokról és az uniós transzferek várt hatásairól szóló élénk hazai vitákat.
