Gazdasági növekedés, felzárkózás és költségvetési politika egy kis, nyitott gazdaságban
[Economic growth, catching up and budgetary policy in a small economy]

Abstract

A tanulmány a költségvetési politika hatásait elemzi a hosszú távú jövedelemszintre és az ehhez a szinthez való konvergenciára egy kis, nyitott gazdaság általános egyensúlyi modelljében mind a kvalitatív, mind a kvantitatív megközelítésben. Eredményeinket a következőkben foglalhatjuk össze. 1. A gazdaság hosszú távú relatív jövedelemszintjét az adóterhek lényegesen befolyásolják. A számszerűsített modell szerint a munkabér-, illetve a tőkejövedelmek adóterheinek 2 százalékpontos különbsége hosszú távon az egy főre jutó GDP 3-5 százalékpontos különbségéhez vezet. 2. A hosszú távú jövedelemszintet közvetlenül az átlagos adóterhek befolyásolják, nem pedig a költségvetési kiadások nagysága. Ha két gazdaságban a kormányzati kiadások azonosak, de az egyikben a fogyasztási adóknak nagyobb a szerepe, vagy a munkabér adóterhei kisebbek, akkor abban a gazdaságban a hosszú távú jövedelemszint magasabb lesz. 3. Ha egy gazdaság jövedelemszintje fele a hosszú távú jövedelemszintjének, akkor a számszerűsített modell szerint az aktuális gazdasági növekedés valamivel több, mint 4 százalék. Ezért nem valószínű, hogy a magyar gazdaság, amelynek jövedelemszintje jelenleg az EU-átlagnak közel a fele, tartósan 4-5 százaléknál gyorsabb ütemben növekedjen.
