Az euró bevezetésének feltételei Magyarországon
[The conditions for introducing the euro in Hungary]

Abstract

A 2004. májusi Európai Unióhoz való csatlakozás kapujában egyre több szó esik az euró bevezetésével járó lehetséges előnyökről és veszélyekről, valamint a közös valutaövezethez való csatlakozás időzítéséről. Ebben a cikkben azokat a feltételeket tárgyaljuk, amelyek teljesülése esetén a legnagyobb az esély arra, hogy a saját valuta és az önálló monetáris politika feladása ne jelentsen komoly veszteséget a gazdaságpolitika számára, hanem a kockázatok mérséklésén keresztül dinamizálja a magyar gazdaság felzárkózását, s tovább mélyítse az Európai Unió tagországaival már ma is magas szintű integrációt. A monetáris politikának korlátozottak a lehetőségei a tőkeáramlásokból eredő sokkok kezelésében, ami ösztönzi a mielőbbi euróövezeti csatlakozást. A tartós növekedési pálya és a magyar gazdaság szerkezeti jellemzői, az euró bevezetéséig várható sokkok jellege, valamint a kétezres évek elején bekövetkezett gazdaságpolitikai "kisiklás" - az egyensúlyi pályától való eltévelyedés - elkerülhetetlenül szükséges korrekcója ugyanakkor meghatározza a gazdaságpolitika mozgásterét a monetáris unióhoz való csatlakozás maastrichti kritériumainak teljesítését, az euró bevezetésének időzítését illetően. E tényezőket áttekintve arra lehet következtetni, hogy Magyarországon az euró 2007-2008. évi bevezetésének feltételei megteremthetők. Journal of Economic Literature (JEL) kód: E42, E48, F33
