Abstract

A címben jelzett dilemma minden bizonnyal sokakban felvetődik, ha elolvassák Török Ádám legújabb könyvét, amelyet a versenypolitika európai uniós és magyar gyakorlatának szentelt, természetesen az idevágó elméleti háttér alapos és tárgyszerű áttekintésével. A könyv egészén végigvonuló motívum az iparpolitika és a versenypolitika olykor egymást támogató, máskor egymást kizáró sajátos kettősége. Török Ádám ábrázolásában az Európai Unió (illetve korábban az EK) versenypolitikája átvette a közösségi iparpolitika számos funkcióját. Itt elsősorban arra gondol a szerző, hogy az iparpolitika egyik legszélesebb hatókörű területe, az állami támogatások szinte teljes mértékben a versenypolitika ellenőrzése alatt áll\" (47. o.). Más helyen, a csoportmentességi szabályokkal kapcsolatban jegyzi meg, hogy [a] technológiai és K+F jellegű vállalatközi együttműködés számos formájára az EU által biztosított csoportmentesség... olyan közvetett iparpolitikai eszköznek tűnik, amellyel az Európai Unió a versenypolitikai szabályozás örve alatt közösségi ipari, ezen belül szellemitulajdon-védelmi érdekek előmozdítására törekszik\" (95 96. o.). Harmadszor, hadd hivatkozzak a könyv egy másik helyére, ahol a fúziókontroll gyakorlatával kapcsolatban ad hangot Török Ádám annak a véleményének, hogy ... igen nehéz a politikától és a gazdaságpolitikától független versenypolitika megvalósítása\" (116. o.).
