Segélyezés, életszínvonal és ösztönzés a munkanélküli-járadék kimerítése után
[The implications of exhausting unemployment insurance entitlement in Hungary]

Abstract

A munkanélküli-járadékból Magyarországon a legtöbben nem úgy kerülnek ki, hogy állást találnak, hanem úgy, hogy kimerítik a járadékot. A cikk ezzel összefüggő két problémát vizsgál. 1. Milyen hatást gyakorol a járadék megszűnése az érintettek életkörülményeire? 2. Számottevően befolyásolja-e a járadék kimerítése az elhelyezkedés valószínűségét? Járadékjogosultságuk kimerítése után a munkanélküliek családijövedelem-határhoz kötött jövedelempótló támogatásért folyamodhatnak. A szerzők elemzik a támogatás igénylésének és odaítélésének valószínűségét, és bemutatják, hogyan alakul a jogosultságukat kimerítő munkanélküliek háztartásának jövedelme. Nemparametrikus módszerekkel vizsgálják a járadékkimerítés közvetlen hatását az elhelyezkedés valószínűségére, többváltozós időtartammodell segítségével pedig a jövedelempótló támogatás ellenösztönző hatását. Elemzésüket egy 1995ben végzett kérdőíves felvételre alapozzák, amelyben egy járadékkimerítő kohorsz további munkaerő-piaci pályafutásáról gyűjtöttek adatokat.
