Regionális támogatások és a kohézió korlátai az Európai Unióban
[Regional subsidies and the limits to cohesion in the European Union]

Abstract

A strukturális alapok és a Kohéziós Alap keretében nyújtott támogatások egyre nagyobb részesedést érnek el a közös költségvetésben, ugyanakkor az Európai Unió még mindig csak a tagországok összesített GDP-jének 0,43 százalékát fordítja a kevésbé fejlett, illetve strukturális gondokkal küzdő régiók szerkezetváltásának elősegítésére, versenyképességük növelésére és ezáltal felzárkóztatásukra. A maastrichti szerződés értelmében a tagországok közötti kohézió erősítése elsődleges feladattá vált, de sok tényező ez ellen hat. Az EU-támogatások várható hatásainak elemzése és a kedvező folyamatok kialakulását nehezítő tényezők vizsgálata számos tanulsággal szolgálhat a csatlakozás előtt álló kevésbé fejlett országoknak is.
