A fiatalok munkanélküliségének kérdéséhez Európa példáján keresztül
[Contribution to the problem of the youth unemployment through the example of Europe]

Abstract

A fiatalok munkanélkülisége ma az egyik legégetőbb problémának látszik Európában. Az összehasonlító elemzések azonban azt mutatják, hogy az idősebbek munkanélkülisége még súlyosabb. Az EU egészében hosszabb távon, de a jelenlegi válságban is a fiatalok aránya a teljes munkanélküliségen belül nem csak demográfiai okokból csökken. Ez azonban inkább a kevésbé fejlett tagországokra igaz, a fejlettebb országok többségében a fiatal munkanélküliek aránya nő. Az aktív ifjúsági munkanélküliségnél is nagyobb probléma a sem iskolába, sem munkába nem járó passzív fiatalok nagy aránya. Ám ez a jelenség sem csak a fiatalokra jellemző. Mindez arra mutat, hogy a fiatalok munkanélkülisége csak a jéghegy csúcsa, és a teljes munkanélküliség kezelése nélkül nem várható jelentős és tartós megoldás. A problémákat lehet egymástól elszigetelten kezelni, ahogy azt az egyes uniós programok - így az ifjúsági garanciaprogram is - teszik, de lehetséges a problémák összefüggésének felismerésén alapuló komplex megközelítés is, amire egy példa a feltétel nélküli alapjövedelem bevezetésére irányuló európai civil kezdeményezés.
