A Költségvetési Tanács indulásának tanulságai
[Hungarys Fiscal Council: Early lessons]

Abstract

Az utóbbi évtizedben Magyarország prociklikus költségvetési politikát folytatott: a kedvező nemzetközi környezet éveinek túlköltekezését hirtelen kiigazítás követte mélyülő globális pénzügyi válság közepette. Érzékelve a minden oldalról növekvő nyomást, az Országgyűlés szabályalapú költségvetés-politikai keretrendszert vezetett be, és létrehozta a Költségvetési Tanácsot. A Tanács fő feladata a költségvetés átláthatóságának növelése és az államadósság fenntarthatóságát biztosítani hivatott költségvetési szabályrendszer betartásának figyelése. Mintegy a svéd és az amerikai modell kombinációjaként a független szakértőkből álló Tanács munkáját saját szakmai gárdája támogatja. Ahogy a legtöbb hasonló intézmény, a Tanács is inkább a meggyőzés, semmint a kényszerítés eszközeivel élhet. Elébe menve a csak később hatályba lépő előírásoknak, a Tanács már működésének első évében aktív részesévé vált a költségvetési folyamatnak. Bár korai lenne végleges következtetéseket levonni, összes ségében eddig úgy tűnik, hogy a Tanács sikeresen ellátja a rábízott feladatokat. Ugyanakkor már az első tapasztalatok alapján is állítható, hogy a Tanácsnak nagyfokú függetlenségre, jól képzett szakértői stábra és a naprakész információkhoz való korlátlan hozzáférésre van szüksége ahhoz, hogy a felelős költségvetési politikával nem összeegyeztethető javaslatokra és döntésekre azonnal képes legyen a döntéshozók és a nyilvánosság figyelmét felhívni.
