Abstract

Recently, there has been a growing number of temporary employment agencies, personnel placement firms and other service companies for personnel development, consultation and outplacement. This dynamic development of the market for personnel services in Germany is a phenomenon in need of an explanation. Therefore, it is the aim of this paper to analyze the underlying causes for the formation of these firms both theoretically and empirically. Results of an empirical investigation will be confronted with theoretically derived hypotheses concerning the supply side of the market.
