L’intégration des ressources communes dans une dynamique Co-évolutive « institution-innovation » pour assurer le gain de productivité

Abstract

L’intégration des périmètres public irrigués dans un régime de croissance intensive implique l’instauration d’une dynamique de coévolution « institution-innovation ». Cette dynamique décrit l’adaptation perpétuelle des institutions d’ordre Capital Social des exploitants pour ajuster leurs comportements à celle du réseau afin d’améliorer leurs capacités d’absorption des connaissances et d’innover. Cette dynamique permet un processus de rattrapage des productivités des exploitants pour réduire le gap et converger à celle de leader. Nous trouvons que la variable, Degré d’intégration dans le réseau, reflétant la qualité des institutions relatives au capital social, a deux impacts. En plus que son rôle direct stimulateur d’innovation par la coopération et la communication, elle réduit le gap de la productivité par une amélioration de la capacité d’absorption des externalités, qu’est identifié comme l’impact indirect. Ainsi que la « Qualification du capital humain » joue un rôle majeur dans l’amélioration de la capacité d’absorption.
