Un nuevo mecanismo de actualización para el sistema de financiación autonómica

Abstract

Este artículo argumenta que el mecanismo vigente de actualización del modelo de financiación autonómica prácticamente ignora la evolución de las necesidades, es muy procíclico y no mantiene la equidad horizontal a lo largo del tiempo; y propone un nuevo mecanismo basado en la evolución de las necesidades y de los gastos salariales de las Administraciones Públicas que aísla la evolución de los recursos normativos del ciclo económico y mantiene la equidad horizontal.
