Novas Perspetivas para a Regulação do Setor Elétrico

Abstract

O presente texto apresenta a evolução da regulação do setor elétrico em Portugal desde o início do século XXI, quando muitos setores elétricos, entre os quais o nacional, ainda se encontravam no início do processo de liberalização. Este processo era movido pelo objetivo europeu de criação do Mercado Interno da Energia. Desde então, o contexto da regulação do setor elétrico na Europa e em Portugal evoluiu significativamente. Os avanços tecnológicos, as necessidades decorrentes das alterações climáticas e o maior escrutínio dos consumidores sobre as ações dos reguladores constituem motores da alteração drástica desse contexto. Ao discutir as principais alterações tecnológicas e organizativas que se verificaram nos últimos anos, este estudo apresenta, igualmente, um conjunto de desafios para a regulação do setor elétrico em Portugal no contexto europeu.
