Nuovi modelli imprenditoriali, tendenze e politiche di sostegno

Abstract

La crisi internazionale del 2009 e la fase recessiva che ha interessato l?Italia nell?ultimo triennio hanno colpito il sistema manifatturiero regionale in modo maggiore di quanto avvenuto nella media nazionale. Le ragioni di ci? vanno ricercate nel peculiare modello di specializzazione della regione e nel conseguente modello di innovazione, scarsamente fondato sulle attivit? di ricerca. A partire dall?analisi di questi aspetti il lavoro sottolinea l?importanza di favorire l?avvio di nuove imprese in settori a pi? alto contenuto di conoscenza; tali imprese possono contribuire a diversificare il sistema produttivo e a fornire maggiore contenuto di innovazione alle attivit? esistenti. Ci? comporta lo sviluppo di nuovi modelli di attivazione imprenditoriale rispetto a quelli prevalenti nel passato. Si tratta di iniziative promosse da giovani con scarsa esperienza lavorativa ma con elevati livelli di istruzione ed un pi? stretto collegamento con le attivit? di ricerca. Il principale problema cui si trovano di fronte tali iniziative ? costituito dal reperimento di adeguate risorse finanziarie. Dato il maggiore contenuto immateriale delle nuove attivit? d?impresa e gli elevati rischi, le risorse finanziare non possono essere fornite dalle banche ma debbono essere acquisite come capitale di rischio. Il lavoro si conclude con alcune indicazioni sugli interventi di policy che potrebbero favorire l?avvio e lo sviluppo delle nuove iniziative ad alto contenuto di conoscenza.
