Tesvik Politikalarinin Etkinliginin Mekansal Perspektiften Degerlendirilmesi

Abstract

Yeni tesvik sisteminin hedeflerinden biri bolgelerin rekabet guclerinin arttirilmasi amaciyla ozellikle buyuk olcekli yatirimlarin ozendirilmesi ve arttirilmasidir. Fakat; tesviklerin etkinligine yonelik farkli goruslerin varligi ve tesvik kanununun 2002 yilindan itibaren uc kez degisiklige ugramis olmasi, tesvik politikalarinin etkinliginin irdelenmesini gerektirmistir. Bu amacla, 2003-2011 doneminde ve Duzey 2 Bolgelerinde, imalat sanayine yonelik duzenlenen tesviklerin yatirim kararlari uzerindeki etkinligi, yatirim harcamalarinin bolgesel dagiliminin kumelenme niteligi sergilemesi sebebiyle, mekansal bagimlilik olasiligi da dikkate alinarak analiz edilmek istenmistir. Bu dogrultuda kurgulanan Mekansal Gecikmeli Sabit Etkiler Panel Modeli’nin bulgulari, kumelenme niteligi tasiyan ciddi bir mekan etkisinin varligina isaret etmekte ve bir bolgeye yonelik duzenlenen tesviklerin bolgedeki imalat sanayi yatirim kararlari uzerinde arttirici; ancak komsu bolgelerdeki yatirim kararlari uzerinde neredeyse benzer olcude saptirici etkilerinin oldugunu gostermektedir. Bu durum, tesvik politikalarinin makro duzeyde etkinsiz oldugunu ve duzenlenme asamasinda, sadece bolgenin kendisinin degil; ayni zamanda komsu bolgelerinin kosullarinin da dikkate alinmasi gerektigini gostermektedir.
