Abstract

•Climate change adaptation is an organizational system.•The system includes institutional, organizational, and technical factors.•Factors are confirmed by experts as very and extremely important.•Factors are confirmed by experts as urgent immediately or in 1–2 years.•Leadership and executive support is the most important and urgent factor.
